The functional domain of Q.E.C is a sort of self assessment process. Assessment is a systematic process of gathering, reviewing and using important quantitative data and information from multiple and diverse sources about educational programs, for the purpose of improving student learning, and evaluating whether academic and learning standards are being met. Q.E.C is established under the umbrella of Quality Assurance Agency (Q.A.A) of H.E.C Islamabad to enhance, maintain and monitor the quality of higher education.

The Q.A.A has been established at HEC Islamabad with the intention of significant enhancement of quality in higher learning and international capability. The major function of Q.A.A is to integrate the concepts of quality in the higher learning systems and to develop practical guidelines and policies for uplifting the standard of education in Pakistan by establishing a viable Quality Assurance mechanism. Such like, one of the basic components of Quality Assurance Process is Self Assessment System for the university programs in the form of Quality Enhancement Cell (Q.E.C) at universities at Pakistan.

In KICSIT Kahuta, Q.E.C has been established in March, 2014 under the supervision of Q.E.C UET, Taxila established on February 07, 2011.
Being Campus of IST, KICSIT is following IST QEC (An ISO 9001:2015 Certified Institute) with effect from Fall 2019.
